Corrected the county alert system: Contra Costa residents register with the Community Warning System (CWS), not AC Alert, which is Alameda County's system.
- Two checklist items now name the Community Warning System (new items, so earlier ticks do not carry over).
- Removed the unverified claim about how many addresses AC Alert (Alameda County's system) monitors.
